Cyber Navigator Program
The IL Cyber Navigator Program was established in 2018 in response to the 2016 attack on the IL Voter Registration System (IVRS) to support securing IL’s election infrastructure. The program which includes free cyber risk assessments, software services and training materials is expanding to other IL critical infrastructure to include 911 centers, law enforcement and municipalities.
Jerry Joel: Jerry has been with the Cyber Navigator Program a little over 3 years and covers the Illinois Northeast region. Having extensive IT experience, Jerry holds multiple cybersecurity certifications and is proud dog dad to a golden retriever.
Annie Picken: Annie has been with the Cyber Navigator Program since 2022 and supports 11 North and Northwestern IL counties. She brings with her over 15 years of combat communication experience from the IL Air National Guard, a Masters of Cybersecurity and Information Assurance from Western Governor’s University (WGU) and the patience and tenacity of a Belgian Malinois owner.
Shannon Holubetz began his law enforcement career with the Vernon Hills Police Department in 2005. He has served as an instructor in multiple use of force disciplines and is a certified field training officer. He achieved the rank of Deputy Chief in 2022 and currently oversees his agency’s Support Services function. He is a graduate of the Southern Police Institute’s 137th Administrative Officer’s Course and was recognized as one of the International Association of Chiefs of Police’s 40 Under 40 in 2019. He holds a bachelor of arts in the Administration of Justice, a master of arts in Legal Studies, and is currently pursuing his doctor of education in Education Policy, Organization, and Leadership where he researches police training practices.
