Cyber Navigator Program The IL Cyber Navigator Program was established in 2018 in response to the 2016 attack on the IL Voter Registration System (IVRS) to support securing IL's election infrastructure. The program which includes free cyber risk assessments, software services and training materials is expanding to other IL critical infrastructure to include 911 centers, law enforcement and municipalities.
